We have a Nucleo-L010RB. There does not appear to be a ‘platform’ available for this board. Is there a good resource to follow for creating this platform, or will support be provided for this board in the near future?

Official platform support depends from platform manufacturer. I wouldn’t wait that if I want to use certain board.
Compare supported platforms = boards to the Nucleo-L010RB. When you find closest one use that and then follow these instructions how to port a custom board:
